Power Management issue

I'm having difficulty with the power management functionality of Windows XP. I have the monitor set to turn off after 1 minute. At that time, it powers down for an instant and then immediately comes back up.

When I use msconfig to do a diagnostic startup, the power management acts as it should. Any idea what's fouling it up? Any insight or advice would be appreciated.

This is normally caused by programs running in the background causing the
monitor to be reactivated.
