Power Color "Radeon 9000", DirectX 9.0b, and AGP Texture Acceleration

I noticed today after I installed the DX9.0b, and went to test
it to make sure it installed ok, that the AGP texture acceleration was
disabled accourding to DirectX Diagnostic. I have the Catalyst 3.6
drivers installed, and really don't know how long it has been
disabled. I have the newest VIA Hyperion drivers installed. Here's my
system:

DFI CA64-TN mainboard (VIA 694T/686B)
Celeron 1.1Ghz
512MB PC133
Power Color Radeon 9000 64MB AGP
WinME

I uninstalled the SmartGART in the Catalyst drivers, but it
still says it's disabled in the DirectX Diagnostics. Also have AGP 4X,
and AGP Fast Writes turned on in BIOS as well. Any idea how to enabled
AGP Texture Accelerations?
