Radeon 9000, & DX9b AGP texture acceleration

I have a DFI CA64-TN (VIA 694T/686B) mainboard, Radeon 9000
64MB, WinME OS system. I have the Cat 3.6, VIA Hyperion 4.48v, DX9b,
and all WinME updates installed. I just did a complete format, and
reinstall trying to fix this, and it didn't help either.
In the DXDIAG program, it list the AGP Texture acceleration as
being unsupported. The button to enable it is greyed out. My GF3 Ti200
has this enabled under the same OS. I remeber this being enabled
before under WinME with the Radeon 9000 as well. Did ATI disable this
at the driver level on VIA chipsets earlier than the KT400? I seen SIS
did this with their Xabre drivers. How can I get this enabled? The VIA
AGP drivers are installed, and are enabled in the registry.

I had the same problem when I went from the GF3 Ti200 to a Radeon 9600 Pro.
My AGP became available again after I re-installed the VIA 4 in 1 (same
version - 4.48).
