Post SP4 hotfixes (Do I need to reinstall after applying sp4?)

I'm doing some testing as I'm preparing to deploy SP4 to a
large number of servers with sp3 or sp2.

I took a server with sp3 and no hotfixes and ran Windows
Update. I removed sp4 from the list and applied all
hotfixes (rebooted). I then applied sp4 (rebooted) and
then ran the hfnetchk utility and it told me that only the
following hotfixes needed to be (re)-applied.
Patch NOT Installed MS02-050 Q329115
Patch NOT Installed MS03-011 Q816093
Patch NOT Installed MS03-045 Q824141

My question is can anyone confirm that after I apply sp4
that I don't need to reapply any critical post sp4
hotfixes besides the three listed above. I just want to
make sure that critical patches like Q824146 don't need to
be reapplied since they still show up in add/remove
programs and hfnetchk also doesn't complain about them not
being installed.

Service Packs for Windows 2000 and Windows XP do version checking and
will not overwrite a newer version file with an older version. You do
not need to reinstall hotfixes.
