Popups hding behind desktop taskbar

I'm running WinXP Home SP2.

I haven't been able to determine a pattern yet, but regularly the pop-ups
that occur when I hover over an icon on the desktop taskbar are mostly
hidden by the taskbar itself, with only the top edge of the popup showing.

Does anybody know what's going on here?
