popup sucks

I got this popup that says i have been infected by a virus and it sends me
to a website to scan my computer for free. it gives me a security warning and
has put an extra toolbar called protective toolbar on ie7. i found in ad &
remove softwarea new program called system alert popup and when i try to
remove it it says i have to reboot before i can. When i do this it just
repeats the same message not letting me erase it. another box comes up and
says i am not protected from a version of spybot MXt Trojan. Hellp!!!!
