popups on win 2k without using any third party software.

If you're talking about Windows messaging popups, you can turn off the
"Messaging" service.

If you're talking about web popups, the only thing you can do w/o adding
software is disable javascript. If you have a chance, you can try
another browser such as Opera or Mozilla Firebird. They both have popup
blocking.
