Popup blocker in XP sp2 does not work

I enabled the popup blocker in my xp-home sp2 and did not allow any site to
give popups, but still all sites allow popup and the icon at the bottom of
the browser shows: pop-ups were allowed. What is wrong in my setup?

Take down that nude pic in your profile and there will
not be any more pop-ups.

Try opening only one IE window > Tools > Internet Options > Privacy > check
'Block Pop-ups > Settings > set your level of security (High, Medium or Low)

Close > Apply > OK, Now go to your upper left corner of IE and right-click

on the icon > Close. > Log off and back on. Don't reboot.
