In addition to Frank's advice, read below:

Pop-up blockers loads as Browser Helper Objects [BHO] with Internet Explorer. Therefore, you need to spot which application you installed recently is blocking the Pop-ups. Or, see what BHOs are loaded and disable them one by one selectively.
