i keep getting pop-ups while im not on the internet and sometimes it goes
onto this website which is domain site please someone help me stop getting
this.

Sounds as if you don't have a hardware or software firewall other than the WF.
things to do:
clean out all temp files particularly temporary internet files and cookies [via control panel ]
check the windows firewall's exceptions tab, see if something has allowed itself as an exception in there.
run the following from safe mode:
up-to-date virus scanner with current defs
Ad-Aware SE
Spybot S&D
purchase a good quality router with an inbuilt firewall, also consider a software firewall such as zone alarm, configure it to block all unnecessary ports.

Suggestions to consider:

To disable the Messenger Service:

Go to Start/Control Panel/Administrative Tools/Services. Double click the
Messenger Service and change Automatic to Disabled, then click the Stop
button.
