There are a number of third party popup stopper solutions. My personal
favorite is the Google toolbar, because I liked having the toolbar anyway
and appreciate the additional feature of blocking popup windows.

Along with the advice of getting a popup stopper, scan
your system for spyware(malware),and shut off messenger
service,and god forbid get a firewall

The newest Google Toolbar does a fantastic job with killing popups. And
it's FREE!
Before this I used the program ZeroPopups, which also did a good job, but
it's not a FREE program
