Pop-up at Startup

[Motleytwins]

My wife is running WIN ME and everytime she turns her
system on, a pop-up ad comes up. It is the same ad, and
it refers to some program cleans up your menus,etc if you
download the program. The only way to get out of it is to
click the HELP button and then EXIT. Any suggestions on
how to delete this thing??
