Poblems with shutdown and turn on

HI!
I have a new notebook, HP Compaq nx6310, Intel CoreDuo, 512 DDRam2, 80Gb
Hdd, 128 VGA, Windows XP Home SP2
When I turn on the computer, sometimes everithing is ok, but sometimes I
cant see the taskbar, the icons, nothing. Only the wallpaper. After some
minutes (4-5) everithing is ok. Why???
Its the same with shutting down: sometimes there is no problem, but
sometimes when I click to the TURN OFF button, nothing happens. I can run
programs, use the computer, but can´t turn off.
Could you help me please? Thank you

This is unacceptable for a "new" computer. Contact HP support and demand that they fix the problem or exchange the computer for a new one.
