Plz Help! Services not starting

I'm trying to fix a friends computer. When it boots many of the key services
like DHCP Client dont start. Even Event Log, a service that cannot be
stopped, is stopped!
They are all set to automatic startup type, I've searched all over and can't
find any reason for this!!!
I'm thinking I'll have to reinstall. But I do want to avoid this if
possible.
Any help would be wonderful.

This may have nothing to do with the problem, but this is what I would
try first: Restart in "Safe Mode with Networking" then go to the
following site. Run the free online antivirus check:

http://housecall.trendmicro.com/

Or just schedule a boot scan of the a/v software, if that's an option.
 
Depending on how long this problem has been occurring you might be able to
just do a system restore and go back to a good configuration by going to
start, programs, accessories, system tools, system restore. Or you could go
to administrative tools under control panel and click the services applet
which will allow you to edit what services are enabled/disabled
