Essential windows services not loading

I'm trying to fix a friends computer. When it boots many of the key services
like DHCP Client dont start. Even Event Log, a service that cannot be
stopped, is stopped!
They are all set to automatic startup type, I've searched all over and can't
find any reason for this!!!
I'm thinking I'll have to reinstall. But I do want to avoid this if
possible.
Any help would be wonderful.

Where did you locate "set to auto start".....Try going to
run,type:services.msc
In msc,locate the service,double click on it,in properties,start
service,set to auto
start,close out msc.

Hi, Joe - Unfortunately this isn't enough information to give you
focused troubleshooting.

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?
