plugplay

I think my winxp pro has plugnplay problem. When i switch
on my external modem after booting, the xp automatically
shutsdown without notice. I have changed the adapter, the
modem too. can anyone help me with this
 
How does this external modem connect? If USB, yes there is a problem. If
serial port, leave the modem on, THEN boot the PC.
