Please help

Hi. i've got 2 problems. the first one was when i join the
web, internet exploror wouldnt open. It just said error.
then it asked if i wanted to send a report.
BUT since then i did a system restore...and you quest it.
Had a power cut. Now the pc tries to boot up you see the
xp screen then it goes black and the pc reboots. I've
tried safe mode and all other items within that choice of
menus but nothing works.
Please does anyone know how i can get my pc up and running
again.?
I also put in the xp disc and tried to do a recovery of
xp. I get so far but do not know what to type when it
wants a command.
I've got xp pro (upgrade) on a intel 800cpu. many many

Hello, thanks for help, but i can get that far. after i
type r , it asks for a password.there isnt one so i push
enter. it the says what file do you want to recover
C:windows.1 so i tpye 1. then it acts like a dos
programme waiting for commands. that when i get stuck. I
typed help and got a list of commands but i dont know what
one i need.

As Per Rays Instructions, do it as follows:
1: put CD in, restart and boot to CD
2: at the first screen choose to install windows (and NOT to repair using
the recovery console)
3: F8 to agree to the license
4: NOW push "R" to repair
5: choose the Installation of Windows to repair
6: let windows do the repair, you will need your CD key,
7: as soon as the repair is finished, enable the XP firewall and do all
critical updates
(otherwise you will be virused in about 20 mins
