please help with 2003 terminal server

I have two win2003 servers that users need terminal
server connection however when users including my serl
(running xp) try to connect we get a message no loscense
available.
I followed this article to a tee

I need to know if this regestry change should be made on
the server or on the clients.

The reason why it's more puzzling is because there is
another 2000 machine that can logon to these two servers
for some reason or another so any help would be
apreciateds

This is done on the Terminal Server.

Is your license server a Windows 2000 machine? If so, that will not work.
The license server must be a Windows Server 2003 machine.

If you still have problems, could you please copy and past the complete
error message. That makes it easier for us to help you.
