My computer restarts every time I log in. It
says "applying user settings" then automatically restarts.
Safe mode does not work
along with restoring to a previous working point. If
anyone can help I would greatly appreciate it.

I dont know your knowledge level so I am not trying to
insult your intelligence .
You have to keep tapping F8 repeatedly during startup to
access the safe mode menu .Or F2 to get into your bios.I
have heard that some computers use different keys to
access these menus
