Computer restarts upon logging in

My computer restarts every time I log in and it
says "applying user settings." Safe mode does not work
along with restoring to a previous working point. If
anyone can help I would greatly appreciate it

If you cannot get in to Safe Mode or the Recovery Console command line
System Restore doesn't work, then try a repair install:

Otherwise, assuming the hardware is good, format the drive, clean
install Windows, reinstall programs from cd's, restore data from
backups.
