please help : new user cannot login

in our network all user can login every workstation

whenever a new user login, a new user profile will be created at
documents and settings

but one of the workstation only let existing user login

the pc dialoge box said that all new user cannot create new profile
then they are all rejected to the login screen

one strange things, the login page is darker then normal

please help and tell whether the workstation :

1. infected
2. malicious program
3. some service being stopped
4. others
