Is there a setting within Outlook 2k3 or 2k2 where you can say that all
emails no matter what are converted sonly to Plain Text?

In Outlook 2003, Tools menu > Options > Preferences tab > Email Options
button > Checkmark "Read all standard mail in plain text" option.
