Find the executable file (probably c:\programfiles\outlook
express\msimn.exe),
and right-click-and-drag to the taskbar. The pop-up window will let you
select "create a short-cut here".
If you mean the quick launch bar next to the start button,
1st, right click on the task bar in an empty space, select tool bars, and
select quick launch to activate it.
Then on the start menu, all programs, drag the outlook express icon onto the
desk top, and then drag it onto the quick launch bar.
