Drag it from the Desktop.

Right click the taskbar/properties/taskbar, tick the show quick launch box.
Then you'll be able to drag the OE shortcut on your desktop down to the
quick launch area on the far left of the taskbar.

you should be able to go t outlook express in the c\programs and righ
click on the outlook express and a box should appear that will give yo
several choices, one of which will say create a shortcut. It will tel
you it can not create a short cut in that place and ask if you want i
to be placed on the desk top or it may create it there and all you hav
to do is drag it to the desk top. I have home and professional, I kno
each has different ways to do things.
