Placing a domain controller at other office

My head office is in Vancouver, and I want to setup a domain controller for
my user at Toronto office where the network for Vancouver is 10.0.0.x and
network for Toronto office is 10.0.1.x.

How can I make sure that the user at Toronto office are logon to domain
through the domain controller at 10.0.1.x network, not the DC at Vancouver
network.

create a site in AD for the toronto office
create a subnet in AD for the subnet 10.0.1.x
create a subnet in AD for the subnet 10.0.0.x

Assign both subnets to the AD site of the toronto office
