windows login to local domain controller

I have multiple office with each office have it's own DC. How do I setup my
users login against their local DC? I notice that several different users
at location A where logging in against location C domain controller.

Configure sites and subnets in Active Directory Sites and Services and move
the DCs to the appropriate site.

Are these domain controllers located across and WAN link?

Are the client machines DHCP clients and what are their DNS settings for
each location? Is the DNS pointing to the local DNS at each office?
