Pirated XP Pro to Vista?

Hypothetically speaking (Of Course)! If a person had a pirated copy of XP on
their computer and wanted to upgrade to a fully legal copy of Vista, (
Without reloading all their software ) could they upgrade with a copy of
"Microsoft Windows Vista Ultimate FULL VERSION"!

Probably.

BUT, I recommend you don't waste your time on an in-place upgrade.

Mark the wise words of experience - You will spend WAY more time and
emotional energy trying to get the upgrade to work than if you do a clean
install...

Yes.

Sort of, probably... but...

If, for example, the "pirated copy" you are speaking of consists of an
unauthorized installation of a Volume Licensed product, it may not work for
an "in-place" (Microsoft's term) upgrade.

IOW, I don't believe a retail version is designed to do an in-place upgrade
of a Volume licensed product. Pirated or not. May require clean install.

Could also do the same with Vista Ultimate Upgrade. Just that you would not
be complying with the spirit of the license agreement which says you should
have a legitimate full version of XP.

Likely true, IF you passed WGA. Many of the unlicensed copies out there
didn't need to be activated, but would fail to pass WGA.
