Why would business load XP Pro with retail Product ID
number instead of OEM number for newly built computer? I
would think that OEM software would cost less for builder
than retail software.

Why would business give package of Windows with booklet,
CD but the COA sticker is removed? Code cannot be used
twice to activate. Don't understand. In fact there were no
stickers on delivered computer. He brought booklet and cd
yesterday after complaints, but package had no COA.

Purchaser of computer is small organization so don't
mention volume licensing, etc. It does not apply.

Don't understand-why not follow the rules?

P.S. I have talked to Microsoft but don't understand the
whys.

Presume you had a small computer business build you a
computer...
Using a retail OS allows you to move the OS to a new
computer when you upgrade hardware. But the builders is
supposed to include ALL the paperwork, CDs etc.

Find an honest business to do further business.

Why don't you contact the manufacturer of the computer
and ask them the same questions? If a computer manufacturer
is not following the proper licensing guidelines, visit these

From the system builder point of view, there would be no point in building a
brand-new system and using retail software.

But there might be a few reasons why they might have done it once. For
example, they might have built a computer for a customer who requested
retail instead of OEM, but then the customer backed out of the deal, didn't
pay, didn;t pick it up, or whatever.

Anything they do to the computer after that increases the cost and thus
reduces the profit. They'd want to sell it as-is to keep costs down. And if
they removed the retail copy, it might be difficult to sell, considering it
had been opened, and perhaps activated.

As far as COA sticker, the removable ones that you're supposed to put on the
case come with the OEM versions.The retail ones have a sticker that's in the
big folder that the CD comes in, but it's not something a person would
normally remove; there's no purpose to it.

If all you got was a booklet and a paper sleeve for the CD, then that's OEM
and not retail.
