picture resizing

When I use to email pictures,windows would ask me if I would like to make the picture smaller. It has stopped asking me that and I would like to know how to get it back to asking me that. Thank you
 
Try running this from Start | Run | Type > regsvr32 shimgvw.dll


You may also want to check out Image Resizer.
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp
Install and you can then Right Click on an image in any folder and Resize.
