Making a photo smaller for email

I have WindowsXP Home SP3. When emailing a photo from "My Pictures" folder I
click on "E-mail this file" in the "Picture Tasks" column on the left . This
would then show a small window asking if I want to make the picture smaller
before
taking it to my Outlook Express for emailing.
This small window to make the picture smaller has suddenly stopped
appearing. How
can I get this back again?

I posted the above problem in this newsgroup on the 28th of June and I was
informed of several ways to try and rectify it unfortunately they were all
unsuccessful. Since that time I have tried to use my Powertoys image resizer
and to my surprise I found that although in the past I have used this many
times it now also no longer works. I have uninstalled the powertoys resizer
and reinstalled it again all without result.

This now means I am completely unable to reduce the size of my pictures for
emailing. Could someone please assist me in solving this problem.

The steps previously offered to you have worked for
many users. Apparently you have system issues.

I guess you could try the free VSO Image Resizer.

Thanks again John. I had recently downloaded IE 8 and this caused a slow
down problem with IE 8 and also my OE. I uninstalled 8 and went back to 7
again. All seemed to be OK again but it wasn't until about 2 weeks
afterwards that I used the " make the picture smaller" link again and
discovered my problem with it. Perhaps IE 8 may have also caused the system
issue.
I have now downloaded the VSO image resizer and although it is a slightly
longer way of doing what I want it'll get me there and it is my only option.
