Make all my pictures smaller option no longer available

After installing the Windows XP SP2 update the "make all my pictures smaller"
option is no longer available. Nor does the Powertoy "Resize picture" work.
Help!!!!!!!!!!
 
Click on Start, click on Run and type the following in the opening textbox:
REGSVR32 SHIMGVW.DLL
and press the ENTER key.
Note that there is a space between ...32 and SHI..
This will take a few seconds to run and will bring back these two functions.
