Generally, you use an application to change the type of a picture file. I.E.
from .tif to .jpg The file & data structures are different, so the
application must be able to convert from one to the other. Occasionally, you
might also be able to use the windows clipboard in combination with an
application.
For a free application that may do what you want, do a web search for
Irfanview.
More complex changes might require that you use a fully featured picture
editor.
