Picture attachment to email

I have a problem with picture attachments. When I purchased my computer,
about 12 months ago, I was able to send pictures by email using Windows own
system, i.e. select photo, click "send by email" from the drop down menu,
then click "make all pictures smaller", click on ok and I was presented with
a blank email with the photo already attached. Now, when I click ok after
"make all pictures smaller" nothing happens. The blank email no longer
appears.
If anyone can help me resolve this problem I shall be most grateful.
