photo editing software

Could anyone recommend a simple but complete digital photo
editing software package?

I need to buy one and am looking for some suggestions.

For about the same money, Jasc Paint Shop Pro 8 works well, and also is a
great web graphics editor, and comes with an animation program.

If your willing to learn PSP you might as well use GIMP instead, it's free
and equally powerfull.

Here's why I wouldn't get the GIMP-

From the GIMP home page:

Bugs, bugs, bugs!
The current development version of GIMP is loaded with tons of bugs, as
Bugzilla will show you in the list of open bugs (including the list of
enhancement proposals). If you think you've found a new one, you can submit
a bug report.
