I am trying to send a photo direct fm 'My Pictures' utilising 'E-mail this
file' in the 'File and Folder Tasks' box.

The 'send Pictures via E-mail' box comes up but, when I press 'ok' nothing
happens and no Email page is shown.

Can anyone pse advise

Is Outlook running at the time when you do this? Which version of
Outlook, by the way?

This is Outlook Express, not Outlook. Try it again while OE is running.
If you still have a problem, post your question in an Outlook Express
