photo attachement arriving as text

My daughter is using outlook 2003. Most of the photo attachments she sends
are normal, but one out of every 10-20 arrive as hundreds of lines of just
plain text.
She has no idea why this happens. Usually when she sends one with text and
I tell her it didn't arrive as a photo, she resends it and everything is fine.

I am stumped why this happens, and have no suggestions for her. Does anyone
here have any ideas.
 
The randomness of this seems to indicate that it might be the server
sometimes messing with the attachment.
See if adding the photos to a zip file helps.
