philips dvd+rw

i am the user of a new laptop and my dvd rw component is malfunctioning. the
device status is shown as - Windows cannot start this hardware device because
its configuration information (in the registry) is incomplete or damaged.
(Code 19)

Click Troubleshoot to start the troubleshooter for this device.
I tried trouble shooting, however i was unable to receive any assistance.
Hope i can receive a little insight into a solution to me problem.

Delete it from Device Manager (Winkey+Pause/Break) and reboot, Windows will
find it and reload the driver for it.
