CD/RW and DVD/RW are not functioning

CD/RW and DVD/RW are not functioning. This is the error message I get
Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. ( code 19). I have
tried every thing to correct the problem I cant even restore to an earlier
time

Try removing the ribbon cable from the CD and DVD drives, then boot to
Windows.
After booting to Windows, shut the system down and reconnect the cables to
the CD and DVD drives.
Turn on the PC and boot to Windows again and see if you get a message
indicating a new device has been found.
See if the error has gone away and you can access the CD and DVD.
