CD Drives perpetual exclamation mark.

This is a 4.5 Yr old Dell Dimension,
Windows XP Home, SP3 and all latest updates.

Sometime in the past two months, both CD Drives have developed a yellow exclamation mark in the drive icon in Hardware
Manager.

I have uninstalled and re detected.
Same result.

"Update Driver" finds nothing newer so ends normally.
BIOS detects drives correctly.

Properties and general tab show all is normal.

I reversed the IDE connectors at MB (Put CD drives in IDE1 and hard drive on IDE2)

Symptoms the same.

Bought new Liteon CD/DVD drive to test.
BIOS detects correctly.
Hardware Manager properties shows "Windows can not start this hardware device because its configuration (in the
registry) is incomplete or damaged."

I plugged in a USB CD/DVD RW.

BIOS detects correctly.
Hardware Manager properties shows "Windows can not start this hardware device because its configuration (in the
registry) is incomplete or damaged."

Driver information in Properties...
all of the drives tried:

AFS2K.sys
cdrom.sys
imapi.sys
PxHelp20.sys
redbook.sys
storprop.dll

I need help badly. I'm starting to feel really dumb.
