phantom entries in Content advisor causing problem

I have IE6 on my kids pc. There are blank sites listed in the approved sites list. I didn't put them there. When I delete them, they come right back. Tried unistalling IE with program I found that is supposed to get rid of IE including registry entries. I tried replacing the ratings.pol file, this also gets corrupted. Any suggestions short of formatting.
