I have followed the knowledge base instructions for
renaming the ratings.pol file but every time I restart ie
I get the content advisor message and can not load any
web page.

Any suggestions?

If you know the password, you can disable it thru internet explorer > tools
options > ratings.

If the Content Advisor password is forgotten, manually reset the forgotten
Content Advisor password:

FIX: (Courtesy : Jim - MVP)
If you wish to restore Content Advisor to its original condition, download
this program (CA-Reset.exe - 89.5K)
http://ftp.donaldsonconsulting.net/Microsoft-Support/Content Advisor reset/.
http://ftp.donaldsonconsulting.net/Microsoft-Support/Content Advisor reset/CA-Reset.EXE
NOTE: Using CA-Reset will completely delete your Approved List
