Personal Folders Closure Problem

A user keeps getting the following message when she opens
Outlook: "The datafile Personal Folders was not closed
properly. This file is being checked for problems." Each
time she has shutdown Outlook the day before without
incident. I have done an Office Repair but she continues
to have the problem. What might cause this?

Yes, ScanPst.exe is provided will all versions of Outlook.

I am getting the same error even after running ScanPst.exe. Any other ideas
