Permission for creating new network connection

I could'nt create new connection with the ordinary user profile. How do i
grant the user permission to create new network connection (dial up and vpn
as well) without modifying the user membership?
Thanks for any suggestion...
 
It would hlep to know what the level of Permissions are you having having
issues with.

Just a normal user. My windows is windows XP pro with SP2

"Ordinary" user can not create anything. You need to be either an Admin or
Power User.

Is there anyway to explicitly grant the ordinary user permission for
creating network connection? Maybe from GPO, Local security settings or some
where?

Hi Jimwills,

Actually I'm the administrator, but I don't want to grant user with
adminstrative right. Just finding other ways instead of granting admin right
for every user.
