Permanently delete suspected junk mail grayed out

Outlook 2003. Options. Junk Email. The check mark on the item "Permanently
deleted suspect junk email instead of moving it to the Junk E-mail folder" is
checked and grayed out. For all the obvious reasons, this is not a good
solution. I would like to figure out why it is grayed out and reenable user
control of that option. As a sub-solution, a quick and easy way to force
this option off/unchecked on the 60+ machines on property would be helpful as
well.

effect it may be under policies -

Per my handlers, no policy is in effect. Per the registry, there is only a
"system certificate" policy under
HKEY_CURRENT_USER\Software\Policies\Microsoft. Which agrees with awhat I'm
being told.

Exchange 2003 server.

No "Outlook" folder in HKCU\Software\Microsoft\Windows
NT\CurrentVersion\Windows Messaging Subsystem\Profiles
Only a "MS Exchange Server settings" folder. The
0a0d020000000000c000000000000046 sub-folder exists but does not contain the
000b0416 value.

A real head scratcher..

oops... outlook is my profile name. I usually replace it with profile_name
and forgot.

Try adding the value - binary, data is 01 00 checked, 00 00 is unchecked.

ok. So, I've gotten into the registry on several computers, all with the
same result. As soon as the Outlook profile is opened the registry setting
is reset to reflect the "checkmarked" status of the option. This is
independant of the user logging in, meaning that the user did not need to log
in or out or restart the computer for the setting to be reset, merely opening
Outlook was enough to reset the registry/setting.

My corporate handlers are also monitoring this thread, so any suggestions
anyone has can be implemented.

Shortcut Target = "C:\Program Files\Microsoft Office\Office11\OUTLOOK.EXE"
/recycle

Security software is Symantec Corporate v10. The "Exchange" portion only
looks at attachments, not the emails directly. It is set to clean then
quarantine.
