pc restarts on shut down

HELP pc restarts on shut down it goes through the motions "saving your
settings " followed by" computer is shutting down" a few seconds later it
restarts. Ive done a virus and spyware check and nothing is there, ive gone
onto "view event logs" and found this message PCAMPR5 NDIS protocol driver
service failed to start due to error "system cannot find file" is this the
cause of pc not shuttung down if so what can i do, do i restore system
