Cannot Restart,shut down, or system restore my Pc

Today I system restore my Windows XP to a few weeks back caz I had some
spyware.

then I have to restart my cpu to update my virus updates it worked but when
I try to restat my comp. It dose nothing I try to click something and it say
"cannot open because system shutting down" and so I try to shut down a diff
time same thing...try to system restore back more time it won't work caz my
cpu can't restart. Even if I press Ctrl+Alt+Del two times to restart it won't
do anything or nothing!

Only way to "restart" my cpu now is press the comp. off...plz someone help
me fix this I want my old comp. back!

No. 1: Restoring your system won't remove spyware.

No. 2: A restore point from "a few weeks back" is too old to be restored. Now your system has a mix of new and old files (including an old registry).

Undo the restore, if you still can, and then remove the spyware.
