can't restart after system restore

I'd been getting a message that my computer could not recognize my personal
settings, so I ran a system restore. Now my computer won't fully restart.
It gets as far as reloading my wallpaper and goes no further. I've tried
fully shutting down. Same deal.
What should I do???
