PC/Monitor not going to sleep

I'm running Windows XP Pro SP2 and recently the computer just won't go into
sleep mode on it's own.

Normally, the monitor is set to go off after 10 minutes, hard drives after
15, and sleep mode after 20. Right now, the hard drives appear to be
sleeping after not being used, but that's all. It's possible that the drives
are sleeping due to BIOS settings and not Windows though.

I can't think of any changes that I've made that would affect this. The
power settings are as they should be.

I've looked through the Event Log and don't see any issues here.

Are there any utilities that will troubleshoot this kind of issue? How
should I proceed to fix this?

The only app I know of, is "dumppo". Scroll down to the small example on
this (French language) web page.
