PC doesnt power off

Hello

I have win xp machine which does not power off on shut down.
Windows shuts but leaves me with the message "you can now shut down your
computer"
Is this something to do with ACPI settings in the BIOS?

"Powerdown issues" are quite distinctive from "shutdown issues." I define a
shutdown problem as one wherein Windows doesn't make it at least to the "OK
to shut off your computer" screen. If Windows gets that far, or farther,
then it has shut down correctly. However, the computer may not powerdown
correctly after that. This is a different problem, and I encourage people
reporting these issues to make a clear distinction in their labeling.
When Windows XP won't powerdown automatically, the APM/NT Legacy Power Node
may not be enabled. To enable this, right-click on the My Computer icon,
click Properties |

When Windows XP won't powerdown automatically, the APM/NT Legacy Power Node
may not be enabled. To enable this, right-click on the My Computer icon,
click Properties | Hardware | Device Manager | View. Check the box labeled
Show Hidden Devices. If it's available on your computer, there will be a red
X on the APM/NT Legacy Node. Try enabling it and see if this resolves the
powerdown problem Or, to check the other side of the APM/ACPI coin, open
the Power Options applet in Control Panel. If there is an APM tab, make sure
the Enable Advanced Power Management Support box is checked. (MSKB 313290)

This afternoon, my PC froze up and won't power down (with no screen display).

The scenario:

This morning, I'd boot again, then during the Win load, it started to
re-boot then froze again in the process. Couldn't CTL, ALT, DEL (twice) to
re-boot. Then I held down the ON/OFF button for 10 seconds to shut down. Then
re-booted again. Then during the Win load, it started re-booting again then
froze up. Tried unplugging the desktop, powered up, then during the Win load,
it re-booted again then froze up.

Presently I have no screen display. I can't power down whether I hold down
ON/OFF button for 10 seconds or unpluggling the desktop then plugging back in
(even after 30 seconds or an hour). It's still running with the processor
light still on, showing no processing. Of course, I can "turn" off power by
disconnecting the power cord but after replugging in, my PC still won't power
down (with no screen display).

Last night I loaded Canon MP830 software on my 1.4 GHz PC with 256mb RAM
using Win XP.

HELP???
