PC constantly refreshes

Hi
My PC refreshes every time I try to open My Computer, My Documents, Windows
Explorer, Network Places, Control Panel etc. This happens in safe mode as
well. I can however open office documents , winzip and acrobat reader when
clicking on their icons.
Please Help
